Before starting ZoneDev Consulting, Maxwell worked for over 10 years as a leading consultant for the largest Texas-based land use, zoning and permitting firm. He has worked on hundreds of re-zoning and special permit applications for clients in the multi-family, single family, self-storage, industrial, education, restaurant and entertainment, senior living, commercial and automotive industries. Maxwell is one of Texas' leaders in self-storage entitlement services with over 50 approvals, totaling approximately $500 million in real estate value.

 

Prior to his work in the private sector, Maxwell held various city planning positions serving the City of Garland and the City of Galveston communities. His public sector experience includes service to many boards, commissions and councils. Understanding how local government work is an important factor in serving his clients on change of zoning applications and other public hearing request items. 

 

Maxwell is a certified planner (AICP) and a member of the American Planning Association. Maxwell also served on the Garland Plan Commission for approximately four years.
